(1) In accordance with subsection (1) of Section 3 of the Act, a person or an organization who wants to open a lottery must, when submitting an application for the approval of the Government of Nepal, submit an application in the format specified in the schedule to the Ministry of Home Affairs through the local chief district officer, along with 2 copies of the lottery.
(2) After receiving the application according to sub-rule (1), the Chief District Officer shall send the said application to the Ministry of Home Affairs along with his comments after making necessary inquiries regarding the application.
(3) According to sub-rule (2), upon receipt of the application with the opinion of the chief district authority, the Ministry of Home Affairs may grant permission to the petitioner to open the lottery.
(4) Notwithstanding anything written in sub-rules (2) and (3), in the case of a lottery to be opened only in a place like a public exhibition place, club or society, the chief district officer may grant permission to the petitioner to open the lottery.
